Can anybody guess at what time of the evening this photograph has been taken? If you answered earlier than 11:00 pm, you are all wrong. Actually, this has been taken at 30 minutes before midnight. There is no tricks, no photoshop, just use the right settings on your SLR to get this result: 70mm, f/2.8, 15s, ISO 500 and voilà!
